UN aid group: Israel deliberately hampering West Bank, Gaza relief efforts

A United Nations humanitarian relief agency is accusing Israel of deliberately disrupting the international community’s aid efforts for the Palestinians in the West Bank and Gaza Strip.
According to a special report released by the UN’s Office for the Coordination of Humanitarian Affairs (OCHA ), Israel is not permitting construction of buildings for needy Palestinians and is encumbering on the freedom of movement of aid groups and their staffs.
The report, which was issued on Thursday under the headline “Impeding Assistance: Challenges to Meeting the Humanitarian Needs of Palestinians,” said that human rights NGOs last year committed a total of $660 million in aid to the territories.
A large portion of the report is devoted to the humanitarian situation in Gaza, where it claims that UNRWA, the UN aid agency for Palestinian refugees, has been unable to build 100 news schools it says are needed to accommodate the fast-growing population.
In May 2009, the UN submitted a request for Israeli approval of a wide-ranging, $80 million plan to provide housing, medical assistance and educational services to Gazans. After nine months of negotiations, the Israeli government permitted a scaled-down version of the original plan, including the construction of 151 residential units in a project in Khan Yunis.
Jamaica cops release most of 980 detained in raid

All but a handful of the roughly 980 Jamaicans detained during raids by security forces on gang-heavy Kingston slums have been released in recent days, police said Saturday.
Detainees had been held at the Kingston’s National Arena, where dozens of concerned relatives had congregated outside a security gate in recent days, holding up pictures of their sons. On Saturday, the stadium was empty and police said 10 suspects were still being held elsewhere.
Hundreds of heavily armed troops, meanwhile, occupied the bullet-pocked Tivoli Gardens complex on Saturday following a bloody, four-day assault of the slum stronghold of reputed underworld boss Christopher “Dudus” Coke, who is wanted in the United States on drug and gun trafficking charges.
Coke was nowhere to be found, but Jamaica’s top cop insisted that security forces will capture him and that their “best intelligence” indicates he is hiding somewhere on this tropical island.
Skype Over 3G Comes to the iPhone. It’s Not All Good News

Skype on Saturday released an upgrade to its iPhone app that allows calls to be made and received under AT&T’s 3G network, but there’s a catch — they won’t be free for very long, even for Skype-to-Skype calls or for people who have all-you-can-eat calling plans with the internet telephony company.
No specific pricing or even timeline was announced, but the release notes of version 2.0.0 (to the right) say this feature will be free only “until at least the end of August 2010, after which there will be a small monthly fee.”
All of this became possible only after Apple changed its iPhone SDK in anticipation of the iPad.
Skype pronouced on Feb 3 that 3G calling would happen “soon.” But the additional cost was not trumpeted and does comes as a surprise, though perhaps not a terribly big one given the revenue possibilities and the additional strain on AT&T’s already-vilified 3G network.
